The definition of the credit rating of citizens and the calculation of credit scores led to the development of the social credit system. The article examines the role of social capital in the e-government environment, the world experience in connection with the definition and use of credit ratings of citizens. The principle of work, importance and dangers of the "Social Credit Rating" system, designed to assess the trust of Chinese citizens, was analyzed. The role of social credit in e-government environment is assessed. A new conceptual model of the social credit Score system is proposed (pp.3-15).
