PROBLEMS OF MANAGING THE PROCESSES OF COMMERCIALIZATION OF SCIENTIFIC RESULTS

The paper demonstrates the urgency of translating the research activities results into new technologies. The necessity to stimulate innovative activities and increase the effectiveness of innovations, deepening the integration of science with the economy was highlighted. The application features of scientific innovations were studied, the analysis of scientific researches in the field of developing innovation activity was carried out. The implementation of infrastructure projects based on innovative technologies in the post-conflict areas liberated from occupation, as well as the importance of the e-Karabakh program was presented. Economic aspects of innovative activity were analyzed, and features of electronic innovations were studied. A structural analysis model of the main stages of the commercialization of scientific innovations has been proposed. Interactions between the participants in the commercialization of innovations have been identified. Transfer problems and commercialization of innovative technologies have been studied. The current situation on global innovation and economic indices in Azerbaijan was analyzed. Various approaches used to evaluate the components of the National Innovation System have been investigated. Preliminary indicators characterizing the process of commercialization of scientific results have been developed, indexes forming a composite index of commercialization potential have been proposed. Recommendations on commercialization of research results, innovative products, know-how, knowledge, ideas have been developed. The paper accepts the results of research activities, the processes of commercialization of scientific innovations as the object of research, and the subject of research is the various aspects of the management of this process. Recommendations related to the management of the commercialization process have been developed and information theory and a systematic approach have been used to identify problems in its development. Here, the main requirements and trends of statistical analysis, econometric modeling methods, modern ICT technologies, IV Industrial revolution, etc. have been considered. These recommendations can provide the effective management of the research activities results and the commercialization process of innovations. The development of research results commercialization can create additional opportunities to increase efficiency in the new economic management environment (pp.52-69).
