Currently, interest in open government information has grown rapidly. Many stakeholders - governments, businesses, civil society organizations - already believe that this information can be used for several useful purposes, become valuable, play an important role in improving the effectiveness of governance, economic activity and improving the social well-being of citizens. Each stakeholder tries to use government information effectively in accordance with their area of expertise. However, there exist various legal, organizational, economic, methodological, socio-cultural problems associated with the transformation of open government information into value, accessibility and free use. The paper shows the essence of open data, its features, and the potential of creating value. In the paper, we analyze the international initiatives in the field of open government information, steps taken by leading countries, as well as Azerbaijan. In the study, the role of open government data for stakeholders - government, business, and civil society, the media, researchers, in the transforming of these assets into a value has been explained. Here, we also characterize the technical, economic, socio-cultural and political factors that affect the transformation of relevant data into values. Also, criteria for assessing the value of open government data were determined based on the analysis of the relevant methods. The value of open government data created for government and business was demonstrated via visual samples. Also, the problems preventing the transformation of open government data into value have been identified and solutions ways have been outlined. Methods such as analysis, synthesis, generalization, systems approach, multidisciplinary approach, interpretation of legal norms were used in the study. The results obtained in the paper can be used in the effective implementation of open government initiatives in Azerbaijan, as well as in the development and implementation of appropriate strategies for stakeholders to transforming data into value (pp.131-144).
