ISSUES OF MULTİ-CRİTERİA EXPERT ASSESSMENT OF QUALİTY İNDİCATORS İN THE PROCESSES OF MANAGEMENT OF İNNOVATİVE TECHNİCAL PARKS

The article discusses the issues of multi-criteria expert assessments of quality indicators in the management processes of innovative technology parks. The role and importance of innovative technology parks in the economy of information and knowledge is shown. The features of the creation and management of innovative technology parks as a complex object of complex socio-economic management in the provision of innovative, scientifically based products and services are analyzed. The directions of specialization of technology parks in various fields in accordance with the trends of the industrial revolution 4.0 and the problems of managing their activities are shown. A generalized functional structure of the technology park activity, a conceptual model of the intellectual system for managing its activities is proposed. A system of indicators and criteria for managing and evaluating the effectiveness of technology parks was studied. The system of innovation and the quality indicators of innovative products/services in technology parks were studied. The scientific and theoretical foundations and features of multi-criteria expert assessments in assessing the activities of technology parks are analyzed. The results of the expert assessment of the weight coefficients of composite indice for a comparative assessment of the effectiveness of technology parks using the multicriteria method of expert evaluation were processed using a software package. Impact assessments given by experts on indices forming a composite index of technology parks are summarized and presented in the form of weights. Recommendations were given on promising areas for improving the methods of multicriteria expert assessments in assessing the effectiveness of technology parks. It was noted that the results of multicriteria expert assessments provide an important basis for effective decision-making and their implementation in decision-making processes (pp.89-104).
